Operation Title:
Implementation of the international project “INCONE60 – Inland Blue Transport Connector E60” under the South Baltic Programme 2014–2020.

Implementation Period:
01.06.2018 – 31.05.2021

Operation Objective:
To develop a concept for launching regular navigation along the international waterway E60 and connecting it with other inland waterways (E30, E40, E70) to improve the accessibility and competitiveness of the South Baltic region and enhance its attractiveness. The project also aims to support the development of peripheral coastal regions and local ports.

Planned Outcomes of the Operation:

  • A comprehensive report on the current economic and social situation of regions influenced by local ports in the South Baltic. The report will include the results of detailed studies and analyses of the regional transport system, including transport infrastructure (roads, railways, inland waterways, port infrastructure). It will also contain an analysis of cross-border cooperation between local ports, investment needs, development barriers, and bottlenecks.

  • A computerized model of freight flows in the South Baltic region, covering international waterways E30, E40, E60, and E70, as well as road and rail transport. The goal of the model is to present the current distribution of cargo and to demonstrate the potential for shifting part of the cargo flows to sea-river routes, thereby improving transport efficiency in the region.

  • Pilot voyages on the route Oostende (Belgium) – Klaipeda (Lithuania), demonstrating the potential for transporting cargo and passengers along the international waterway E60. As part of the project, a sea-river vessel will call at local ports in Belgium, Denmark, Germany, Poland, and Lithuania, showcasing the potential for the development of waterborne transport in the region.

International Cooperation:
The project is being implemented in cooperation with partners from Lithuania, Kaliningrad, Poland, Germany, Denmark, and Belgium, which enables the exchange of experience and the development of optimal transport solutions for the South Baltic region.
